compliance sensitive site planning and design,
site-engineering for environmental compliance and training land

The Aqua-Terr team is professionally qualified to undertake and
complete military range and land management projects through developmental
and implementation stages. Aqua-Terr personnel take the challenge
“all the way” - from initial site reconnaissance to
data collection and technical analysis to project design and beyond.
We also supervise construction phases to insure satisfactory project
implementation.
Aqua-Terr personnel have extensive experience in the design and
implementation of military training range and land management
projects. We have been responsible for the design and construction
of tank trails, maneuver area low-water stream crossings, training
land rehabilitation, design of firing ranges from small arms to
multi-purpose range complexes, extensive erosion control projects,
and the implementation of dust control projects on ranges. We
provide direct assistance to military trainers in developing range
plans and programs for maintaining the integrity of training lands.
The high quality of our work is amply demonstrated in many recent
range and training land management projects accomplished by Aqua-Terr
personnel.
Environmental consultation provided by Aqua-Terr personnel offers
a significant contribution to military land managers and other
agencies in maintaining sound environmental and natural resources
management programs on their installations. The development of
management plans for natural resources and associated compliance
issues such as the Clean Water Act, Sikes Act and the Endangered
Species Act are areas in which Aqua-Terr personnel excel. Consultation
of this type better prepares military land managers to meet compliance
and conservation management goals.

Senior Scientist, John R. Kelley, PhD, Fisheries Biology,
CPESC
At the core of the Aqua-Terr team is Dr. John Kelley, former Integrated
Training Area Management (ITAM) coordinator for Fort Riley, Kansas.
Dr. Kelley’s substantial “on-the-job,” first-hand
experience in this position provides Aqua-Terr with a solid framework
on which to build effective approaches and sound solutions to
today’s environmental challenges in terms of impact on military
training lands.
Dr. Kelley, with an impressive understanding of biological and
natural science, brings considerable scientific expertise to the
AT team. With an MS in Forestry and Wildlife Management and a
Ph.D. in Fisheries Biology, Dr. Kelley’s educational expertise
provides the solid knowledge base that equips Aqua-Terr with invaluable
guidance in the decision-making process concerning environmental
issues. Years of professional experience as an academician and
independent land management consultant further strengthen his
credentials. He designed and was responsible for the construction
of more than 100 miles of tank trails on Fort Riley and low water
stream crossings that support military vehicle traffic including
the M1A1 Abrams tank.
Landscape Architect, Mary Honeyman, MLA, RLA, ASLA, CPESC
Mary Honeyman provides environmental design services for the company.
Honeyman has more than 12 years professional experience in the
profession of landscape architecture. More than 4 years of her
experience has been spent working with the military as the landscape
architect for Fort Riley and Aqua-Terr, LLC. With the preparation
of design concepts, site development plans and construction documents,
she delineates Aqua-Terr solutions providing the tools necessary
to communicate and transform Aqua-Terr ideas into reality. She
has provided landscape designs on military firing ranges that
provide for a more realistic training environment.
As the landscape architect for Fort Riley, Ms. Honeyman worked
extensively with the natural resources division at Fort Riley
in the design of natural resource use areas for the military and
their families. She brings a perspective to Aqua-Terr that allows
for the linking of land use patterns by military to soil erosion
models and conservation of natural resources.
Ms. Honeyman provides a view of natural resource and land management
that is unique and different from natural resources personnel.
She sees range design, land management and natural resources management
from a perspective of why and how areas are used. She incorporates
these ideas with those of range and natural resource managers
in a way that allows for subtle changes in land use that yield
large benefits in terms of range maintenance and training land
conservation. Dr. Kelley and Ms. Honeyman combine to supervise
and furnish all company field activities such as on-site survey,
data collection and construction supervision.
Range and Military Operations Specialist, Terry Bullington,
BS Biology, MA Management and Human Relations, MMAS Master of
Military Arts & Science
Retired Colonel Terry Bullington, with more than 27 years as an
officer in the U. S. Army, has substantial experience dealing
with military training, range operations, and personnel management.
As the Assistant Chief of Staff (Plans), Wurzburg, Germany, Bullington
was responsible for developing, writing and briefing all war plans
for the 3rd Infantry Division of the U. S. Army as part of the
defense of Central Europe. Serving as Armor Battalion Commander,
Aschaffenburg, Germany, he was responsible for the training, health,
and welfare of a 600 man armor battalion as well as the management
and maintenance of all equipment and facilities, and the annual
budget to support all battalion a operations. In the position
of Assistant Chief of Staff (Operations) at Fort Riley, Kansas,
Bullington was responsible for all plans, operations, and training
for 2,000+ U. S. Army soldiers including personal supervision
and approval of all field training and range management. Bullington
served in Riyadh, Saudi Arabia for more than 5 years as the Chief
of U. S. Army Foreign Military Sales Program (FMS). As such, he
managed a team of 150 military and civilian personnel and was
responsible for delivery and fielding of more than $15 billion
of equipment. Conducted field and management training for all
fielded equipment. Most recently, Bullington was responsible for
inspections, investigations and assistance for all units and members
of the Oklahoma National Guard as well as senior advisor to the
State Adjutant General.
Senior Natural Resources Specialist, Dwight Flynn, MS Wildlife
& Fisheries Biology
Dwight Flynn, Senior Natural Resources Specialist for Aqua-Terr,
has more than 25 years of experience as a Program / Project Manager
for both private sector and governmental clients. He has extensive
experience as an Environmental Scientist and Program / Project
Manager with respect to Federal, state, and local environmental
regulatory compliance and permitting actions, including compliance
and/or permit preparation actions required by NEPA; ESA; RCRA
/ HSWA; CWA; SMCRA; CAA; CERCLA / SARA; TSCA; FIFRA; SDWA; NHPA;
HMTA; and OPA. Mr. Flynn has been successful in regulatory negotiation
at the Federal, state, and local level with respect to the preceding
Federal acts.
Flynn has more than 20 years of experience providing planning,
supervision, and technical field assistance for inventories, surveys
and or gathering data and information on threatened and endangered
(T&E), sensitive and game species, habitats, and site surveys.
Additionally, Mr. Flynn has significant experience in developing
programs to monitor wildlife populations in their habitats to
include various sensor techniques (developed and validated nuclear
tracking census technique for free-roaming white tailed dear).
Managed or participated in other surveys to include vegetation
use impact; sound counts of song birds; flush counts of game birds;
trap and release of game birds and mammals; roadside counts of
game birds and mammals; shocking counts of fish; benthic surveys;
hunter kill data for game species, etc. He is a college instructor
for remote sensing; developed QA strategies for GPS data supporting
environmental programs at APG; developed database strategies and
supervised database development and maintenance in support of
32 offices located throughout the world; Military trained in database
management of DoD data in support of strategic invasion attacks;
and has been a Subject Matter Expert retained by the U.S. Army
to review and comment on Integrated Natural Resource Management
Plans.
Junior Natural Resources Specialist, Justin Kretzer, BS Wildlife
& Fisheries Biology, MS Biology
Justin Kretzer has more than 6 years experience in the field of
natural resources and land management. As the ITAM Coordinator
at Fort Sill, OK, Mr. Kretzer is responsible for the integration
of the program at the installation and is the principal proponent
in the organization and integration of all functions of the ITAM
program into the G-3 area of operations. He is providing significant
leadership and direction in designing and customizing the ITAM
program into a coordinated operation that will produce significant
accomplishments for Fort Sill in the management of military training
lands. Prior to his appointment at Fort Sill Kretzer served as
LCTA technician at Smokey Hill Army Airfield.
Natural Resources Specialist, Kirk A. Cherry, BS Wildlife
Biology
Kirk Cherry, Natural Resources Specialist for Aqua-Terr, has more
than 5 years experience in Land Condition Trend Analysis (LCTA)
work. As the LCTA Program Manager for the ITAM Program at Fort
Riley, Cherry developed leadership skills in supervising the collection
and analysis of LCTA vegetation and wildlife data, and managed
LCTA data in database format. Cherry’s duties also included
the development and implementation of modified LCTA methods for
the monitoring of T&E species in cooperation with the Fort
Riley T&E species biologist. Utilizing Global Positioning
Systems (GPS) and Geographical Information Systems (GIS) technologies
Cherry located and identified survey areas and entered the survey
data into the Fort Riley GIS database. While working at Fort Riley,
Cherry: developed long term environmental management plans, advised
in preparation and presentation of Environmental Awareness (EA)
materials and programs, developed thematic GIS data layers for
the Fort Riley Natural Resources Division. Cherry was in charge
of the monitoring, data collection and data analysis phases of
the LCTA and GIS components of the ITAM Program at Fort Rucker,
AL. Cherry is currently involved in all on-going Aqua-Terr, LLC
projects.
GIS Specialist, Brenda Martin, MS Geography
Brenda Martin, GIS specialist, completes the Aqua-Terr team, providing
invaluable expertise, experience, and technical skill. Ms. Martin
worked as GIS coordinator and program lead for the GIS five-year
Management Plan to integrate GIS technology into the Directorate
of Environment and Safety at Fort Riley. This experience contributes
to her technical qualifications as well as provides her with a
familiarity and sensitivity to military land management issues.
Her work in the development of GIS- and GPS-linked databases contributed
significantly to improving the military mission.
